Why an "Engaged Views" clause belongs in your 2027 Insertion Orders for YouTube buys.
YouTube's Concerning Change
On August 24, 2026, YouTube did something surprising: they lowered the criteria for a view.
Previously, to count as a view on YouTube, a viewer had to consume an algorithmically decided portion of a video. The exact length required was never disclosed, but it was widely thought to be around 30 seconds of watch time to meet the criteria on a standard YouTube video.
Now, a single frame, a mouseover on the homepage, or an autoplay in the feed all count as a view, and the new view counts are what you now see on each video. (YouTube already counted Shorts this way, but those are very different from buying a full-length YouTube simulcast or video integration.)
Same Viewership, Inflated Numbers
It’s unclear why YouTube made this change. Especially since the creator economy (and the advertisers that support it) has been fighting for better measurement and tighter methodology around counting “impressions.” And yet, here we are. YouTube went and made this universal change that loosened their own reporting standards. Sure, now it makes it look like every video has more views, but each counted view now means less.
Thankfully, the old methodology for counting views, which the industry relied on to grow YouTube creator sponsorships into the billions of dollars, still exists. YouTube is still counting it. It’s called an “Engaged View” and it’s visible to creators when they log into their channel.
According to early reports from YouTube creators and their networks, the new and unfiltered public-facing view metric can inflate view counts by as little as 7% to almost 100% compared to the privately available count of “Engaged Views.”
The actual audience and its behavior haven't changed, but counting clicks and autoplays is very different from counting intentional views.
Inflated View Counts Are Dangerous
As an agency that represents two dozen brands and buys tens of millions in YouTube ads each year, this inflation is dangerous for creators and advertisers alike. It’s tempting for networks to raise 2027 prices to this new metric’s inflated audience number, but it’s a recipe for disaster if a brand is going to be paying more for roughly the same engagement.
We saw this play out with the “phantom impressions” dynamic ad insertion (DAI) issue that we helped discover (and iOS 17 fixed). Brands overpay for loosely counted numbers, get disappointed by campaign results, and then cut channels or negotiate lower CPMs to reflect lesser audience quality. Our stance at ADOPTER Media is to not fix what was working and stick to the previous methodology. Counting only Engaged Views is exactly the same view count criteria that we all used to book YouTube placements for 2026 and all years prior - we just called them “YouTube views.”
Our 2027 Insertion Order Definition
Going forward, and for all 2027 Insertion Orders, ADOPTER Media will define a YouTube "view” or "impression" as an "Engaged View."
Same CPMs, but the impression or view count that the CPM is multiplied by will use this legacy metric.
Networks Are Already Aligning on Engaged Views
YMH Studios was the first podcast network to publicly announce that they will still be using "engaged views" for their YouTube reporting. Many other networks have privately told us they will be doing this as well, and we expect more to publicly join this brewing consensus when the Podcast Business Summit and Podcast Movement take place in New York next week.
Additionally, Podscribe has already rolled out the ability to count both public-facing YouTube views and Engaged Views. Creators can automate this by granting access to their YouTube channel and sharing data. Podscribe is already the industry standard for podcast attribution, and their audio pixels are also relied on for third-party audio tracking. They are also at the forefront of improving audio measurement through time-windowed playback measurement (as part of the AMP Accords). Holding the Line on What a View Means
To be clear, the "engaged view" is a floor and not a ceiling. It's not a perfect measurement solution. It's still YouTube's secret measurement methodology and YouTube just proved it will move its own definitions. But until measurement solutions evolve, the engaged view remains the best transactable YouTube metric that preserves what buyers and sellers already agreed a view meant.
Our industry often takes one step forward and two steps back. The AMP Accords remain promising. Spotify testing a “skip ad” button and YouTube’s lowering of the bar are counterproductive to the growth of this industry. We need to improve measurement, not loosen it.
By defending the Engaged View - a metric that was the foundation of YouTube measurement prior to August 24, 2026 - we are fortifying baseline video measurement. If we want to advance measurement and build greater faith in our industry, it’s critical.
